Sustainable Blue Revolution in India: Way Forward to 5 trillion economy

Nili Kranti Mission also called Blue Revolution was launched in India during the 7th Five Year Plan that went from 1985 to 1990. The Mission aimed to enhance the economic condition through the augmentation of fisheries by attaining food and nutritional security of the country.

India stands at the world’s number two in fish production and aquaculture. The vibrancy of the sector can be visualized that fish production in just six decades, i.e. from 0.75 million tonnes in 1950-51 reached to 9.6 million tonnes during 2012–13 and Government’s renewed focus in this sector resulted in a 50% jump which stood at an all-time high of 13.758 million tonnes during 2018-19.

Minister of State for Fisheries, Animal Husbandry and Dairying, Pratap Chandra Sarangi in a statement laid in the Lok Sabha said that the department has taken several initiatives over the years for the development of fisheries in a sustainable and responsible manner with an aim to double the income of fishers.

This sector can play a pivotal role in Prime Minister Narendra Modi’s goal of making India a $5 trillion economy as India is recorded to achieve an average annual growth of 14.8% as compared to the global average percentage of 7.5 in the production of fish and fish products.

India is the second-largest fish-producing country in the world accounting for 7.56% of global production and contributing about 1.24% to the country’s Gross Value Added (GVA) and over 7.28% to the agricultural GVA.

Export earnings from the sector have been Rs.46,662.85 crores during 2019-20.

The sector has immense potential to double the fish farmer’s income by 2022, as envisioned by the Central Government. Hence it is essential that sustained and focused attention is given to the fisheries sector through policy and financial support to accelerate its development in a responsible, inclusive and equitable manner as India is on its way to becoming a hub for sustainable fish production.
Some of the steps taken include the followings:

The Centrally Sponsored Scheme (CSS): Blue Revolution

Integrated Development and Management of Fisheries at a total central outlay of Rs. 3000 crore has been implemented since 2015-16 for the development of fisheries in the country.

Pradhan Mantri Matsya Sampada Yojana (PMMSY)- The scheme aims to bring Blue Revolution through sustainable and responsible development of fisheries sector in India with the highest ever investment of Rs. 20,050 crores.

This scheme intends to address critical gaps in fish production and productivity, quality, technology, post-harvest infrastructure and management, modernization and strengthening of the value chain, traceability, and establishing a robust fisheries management framework.

The Government of India, in 2018-19, extended the facility of Kisan Credit Card (KCC) for fisheries and animal husbandry farmers to help them meet their working capital needs.

Creation of Fisheries and Aquaculture Infrastructure Development Fund (FIDF) at a total outlay of Rs. 7,522 crores to provide concessional finance to Eligible Entities (EEs), including State Governments/UTs and State entities for the development of identified fisheries and aquaculture infrastructure facilities.

The Central Government through its ongoing schemes and programs also provides financial assistance for the development of post-harvest infrastructure facilities which includes the development of fishing harbours, fish landing centers, construction of cold storages, ice plants, fish feed mills, insulated and refrigerated fish transport facilities, construction of wholesale fish markets, fish retail outlets and kiosks, etc.

Besides, the ministry also provided financial support for the acquisition of technologically advanced fishing vessels, deep-sea fishing vessels, fishing boats, and nets for fishermen, facilitating safety kits and providing communication and tracking devices and infrastructure facilities for monitoring, control, and surveillance.
