India, US sign five agreements during 3rd bilateral two plus two Ministerial Dialogue

India and US today signed five agreements during the 3rd bilateral two plus two Ministerial Dialogue in New Delhi. From the Indian side, Defence Minister Rajnath Singh and External Affairs Minister Dr. S. Jaishankar led the delegation. US Secretary of State Mike Pompeo and Secretary of Defence Mark Esper led the US delegation.

Briefing reporters after the meeting, Defence Minister Rajnath Singh said, signing the Basic Exchange and Cooperation Agreement, BECA today is a significant achievement. He said, signing of BECA today after signing of LEMOA in 2016 and COMCASA in 2018 is a significant achievement. Mr Singh said, in defence industrial cooperation area, the two sides had a candid and useful discussion. He said, our military to military cooperation is progressing very well. Mr Singh said, the Indian sides highlighted its capabilities of defence industries. Rajnath Singh said, the two delegation shared assessment of security situation across Indo Pacific. They also agreed that upholding rules based international order and upholding the territorial integrity and sovereignty of all states is essential.
 
Mr Rajnath Singh said, the two sides had a very constructive dialogue and they will continue to work together to strengthen their engagement in defence, security and other areas. He said, the need for quick economic recovery and growth, prevention of the pandemic, rebuilding the global supply chain related issues received priority in the discussions. He said, during the meeting, they had comprehensive discussions on key aspects of the bilateral and multilateral cooperation.

In his opening remarks, the External Affairs Minister said, at a time when it is particularly important to uphold a rules-based international order, the ability of India and the US to work closely in defence and foreign policy has a larger resonance. Dr Jaishankar said together, India and US can make a real difference when it comes to regional and global challenges, whether it is in respecting territorial integrity, promoting maritime domain awareness, countering terrorism or ensuring prosperity. He said, over the last two decades, India – US bilateral relationship has grown steadily in its substance, facets and significance. He said, the accompanying comfort levels today enable both countries to engage much more intensively on matters of national security.
 
Both the Secretaries earlier paid tributes at the National War Memorial. The First two plus two dialogue was held in New Delhi in September 2018 and the Second in Washington DC in 2019. The agenda for the Third dialogue will cover all bilateral, regional and global issues of mutual interest. AIR correspondent reports that the Third Annual two plus two Ministerial Dialogue will focus on advancing the Indo-US comprehensive global strategic partnership. It will also deliberate on further strengthening cooperation to promote stability and prosperity in the Indo-Pacific region and the world. As the world’s oldest and largest democracies, the two countries nourish deep rooted democratic traditions and bond. The growth in partnership reflects deepening strategic convergence on host of issues including energy, aviation, science, space, infrastructure and health. The dialogue in just over two years span demonstrates high level commitment by both the countries towards the shared diplomatic and security objectives.
