12 parties propose to send farm bills to Select Committee, Modi govt hopeful of passage in Rajya Sabha

 Despite protests by the Opposition against the three agriculture sector bills that seek to liberalise trade in agricultural commodities, the Narendra Modi government is hopeful of their passage in the Rajya Sabha on Sunday after the bills passed the lower house late Thursday night.

Even as the Shiromani Akali Dal (SAD), Dravida Munnetra Kazhagam (DMK), Telangana Rashtra Samithi (TRS) and the Congress are against it, the Bharatiya Janata Party (BJP) is confident of the bills passing in the upper house where it does not have a majority of its own.

Other than the SAD, DMK, TRS and the Congress, eight other parties including the Trinamool Congress, Samajwadi Party, Aam Aadmi Party, Rashtriya Janata Dal, Communist Party of India, Shiv Sena, Nationalist Congress Party and the Indian Union Muslim League had submitted a joint resolution to Rajya Sabha chairman Venkaiah Naidu for the bills to be sent to the Select Committees – making it likely that they will oppose the passage of the bills in the upper house.

The NDA is assured of the support of 24 others from the All India Anna Dravida Munnetra Kazhagam, Biju Janata Dal and others.

The Bahujan Samaj Party is likely to abstain from voting, although chief Mayawati on Friday had opposed the bills in a tweet.

The Rajya Sabha has allotted four hours for discussion and voting on The Famers Produce Trade and Commerce (Promotion and Facilitation) Ordinance, 2020, the Farmers (Empowerment and Protection Agreement on Price Assurance and Farm Services Ordinance, 2020, and the Essential Commodities (Amendment) Ordinance, 2020 on Sunday.

What are the farmers’ concerns?

Farmers say they the government should have consulted them on the bills, which were promulgated as ordinances earlier, as they could adversely impact them. They are apprehensive that once these bills are passed, they would pave the way for the dismantling of the minimum support price (MSP) system and leave the farming community at the “mercy” of big corporates.

Reacting to the protests, Prime Minister Narendra Modi said he will assure the farmers that the system of MSP and the government procurement will remain. He added that the bills will provide opportunities to the farmers and empower them in true sense.
