MHA issues Unlock 4 guidelines: Know what is allowed and what’s not from September 1

The Ministry of Home Affairs (MHA) on Saturday announced a fresh set of guidelines for the ongoing coronavirus-induced lockdown in the country. The most notable announcement under the ‘Unlock 4’ is the resuming of Metro Rail services across the country from September 7.

Meanwhile, the lockdown in containment zones will continue to remain in effect till September 30.

As per the official notification of the MHA, Metro Rail services will be resumed in a graded manner across the country from September 7.

Schools, colleges, swimming pools and indoor theatres will remain closed.

Cinema halls, swimming pools, entertainment parks, theatres (excluding open-air theatres) and similar places will remain shut.

Social/academic/sports/entertainment/cultural/religious/political functions and other congregations will be permitted with a ceiling of 100 persons from September 21.

However, such limited gatherings can be held with the mandatory wearing of face masks, social distancing, provision for thermal scanning and hand wash or sanitizer.

Schools, colleges, educational and coaching institutions will continue to remain closed for students and regular class activity till September 30.

Online/distance learning shall continue to be permitted and shall be encouraged.

States/UTs may permit up to 50 per cent of teaching and non-teaching staff to be called to the schools at a time for online teaching/tele-counselling and related work from September 21.

Students of Class 9 to 12 may be permitted to visit their schools, in areas outside the containment zones only, on the voluntary basis, for taking guidance from their teachers from September 21. This will be subject to written consent of their parents/guardians.

Importantly, lockdown shall continue to be implemented strictly in the containment zones till September 30, 2020.

State/UT governments shall not impose any local lockdown (State/District/sub-division/City/village level), outside the containment zones, without prior consultation with the Central Government.
