Thiruvananthapuram: Government offices in the state will function with one third staff from April 21. All the senior officers will have to be present and offices will not be open on Saturdays.
There will not be any restrictions in place for offices of essential departments. All cooperative offices will be open with 33 percent of their staff and 35 percent in the case of village employees.
Even though there are strict restrictions in place for districts placed in the red zones such as Kannur, Kasaragod, Malappuram and Kozhikode, all government offices in these regions have been ordered to open. Despite the practical difficulties, the village and panchayat offices in the region have been asked to function.
Since inter-district transport is banned, employees staying in other districts will find it hard to come to offices. Hence, only those people in the respective districts will be asked to be present in the offices.

Industrial institutions in the state can be opened with restrictions in place. If the institutions are found violating norms, their concessions can be taken away.
University exams to resume from May11
The postponed university exams will restart from May 11. The exams will have to be completed in a week. All instructions provided by the health department should be adhered to. The invigilation will be done by the teachers at their respective homes.
Inter district transport not allowed
Meanwhile, all banks except for those in the red zone districts, will open till evening. The decision regarding this was taken by State Level Bankers Committee. The new schedule will come into place from Monday. In red zone areas, banks will be open from 10 am to 2 pm.
