India Expresses Disappointment Over Focus Shift To Mitigation At COP29 Plenary In Baku

India has expressed disappointment at the shift of focus from adequate Climate Finance enablement to emphasis only on mitigation, at the Plenary Session of CoP29 in Baku, Azerbaijan. The Environment, Forest and Climate Change Ministry (MoEFCC) said that India aligned its stance with the statement made by Bolivia on behalf of Like-Minded Developing Countries (LMDCs). India reiterated that the process of the fight against Climate Change has to be guided by the United Nations Framework Convention on Climate Change (UNFCCC) and its Paris Agreement, as the Global South continues to face the intense impacts of Climate Change.

India put forth its stance on the five major issues, critical in the fight against Climate Change. These are – New Collective Quantified Goal on Climate Finance, Mitigation Work Programme, Just Transition, Global Stocktake, and Adaptation.

Delivering India’s statement, MoEFCC Secretary and Deputy Leader of the Delegation, Leena Nandan said that the continuous shift of focus is disappointing when it is the time to ensure mitigation actions are fully supported through provisions of adequate Finances. She asserted that any attempts to deflect the focus again from Finance to repeated emphasis on mitigation cannot be accepted. India’s statement called for a ‘Balance in the Climate Discourse’, and added that continuous talk of mitigation has no meaning, unless supported by enablement that is needed to make climate actions happen on the ground.
