The government has launched the third phase of Pradhan Mantri Kaushal Vikas Yojana (PMKVY 3.0) to train 8 lakh youths across the nation including the North Eastern Region with an outlay of Rs. 948.90 crore on January 15 this year.
The scheme is witnessing a high enthusiasm from the trainees with 35,644 of them have enrolled within the fortnight of the kickstart of the scheme according to a reply by the Ministry of Skill Development and Entrepreneurship in Lok Sabha.
Also, Ministry has designed PMKVY 3.0 as a demand-driven scheme with a bottom-up approach for the identification and mapping of job roles. Under the scheme, District Skill Committee (DSC) shall be the focal point for its implementation.
DSC shall have a major role in the preparation of district-level plan, mobilization & counseling of candidates, formation of training batches, monitoring of quality assurance & post training support. The scheme is aligned to Common Cost Norms and National Skill Qualification Framework (NSQF).Further, based on the learning from the implementation of PMKVY 1.0 (2015-16) and 2.0 (2016-20), the orientation of the scheme has been changed from supply-driven to demand-driven under PMKVY 3.0.
The demand-driven and bottom-up approach has been provisioned to boost demand for job roles which are prevailing at the regional and local level. In addition, informed choices and aspirations of the candidates have been given primacy which aims to support self-employment as well. This scheme also supports the vision of Atmanirbhar Bharat by encouraging candidates to opt for local skills with local jobs.

There was also a good turnout from Jammu and Kashmir as 1,623 trainees enrolled for various job oriented courses within a fortnight of the kickstart of PMKVY 3.0.
