From the last few years, great emphasis has been given by the Central Government towards the quick execution of infrastructure and safety projects in the northeastern states.
Union Minister of State for Rural Development, Sadhvi Niranjan Jyoti in a written reply in Rajya Sabha informed that to take into account special concerns of the North-Eastern States and tribal areas of other states, the Ministry of Development of the North-East Region has taken a number of initiatives under Pradhan Mantri Gram Sadak Yojana(PMGSY).
(i) As against project cost-sharing of 60:40 between centre and states in plain areas, the sharing pattern is 90:10 for states of North-Eastern states.
(ii) On-road sections subjected to heavy snowfall or landslides, where regular snow or debris clearance is performed over a long period of time to keep the road open to traffic, roadway width may be increased by 1.5 m to 7.5 m.
(iii) States have been given permission to provide an adequate length of cement concrete drains along slopes in order to reduce road damage.
(iv) States have also been allowed to provide the necessary number of protection structures and cross drainage works while taking into account the terrain, snowfall, and snow deposition in high altitude areas.
(v) The Ministry has agreed to share the cost of bridges up to 100 m length, as against 75 m in plain areas. Under PMGSY-III, the limit has been extended to 200 m, against 150 m for plain areas.
The Minister further highlighted that Rural Roads is a State subject and Pradhan Mantri Gram Sadak Yojana is a one-time special intervention to provide rural connectivity, by way of a single all-weather road, to the eligible unconnected habitations of designated population size in the core network for uplifting the socio-economic condition of the rural population.
Other Development Scheme in the region:
North East Special Infrastructure Development Scheme: Financial assistance is provided under the North East Special Infrastructure Development Scheme (NESIDS) to improve tourism through physical infrastructure projects involving water supply, power, and connectivity, as well as to upgrade social infrastructure for primary and secondary education and health.
Non-Lapsable Central Pool of Resources (NLCPR) Scheme: Under the NLCPR-State Scheme, 1,635 projects worth Rs.16,233.78 crore were sanctioned in the North Eastern States, out of which 1,204 projects worth Rs.9557.20 crore have been completed.
