Parliament has passed the National Institute of Design (Amendment) Bill, 2019.
The Rajya Sabha has already passed the bill. It seeks to amend the National Institute of Design Act, 2014, which declares the National Institute of Design, Ahmedabad as an institution of national importance.
It also seeks to declare four National Institutes of Design located at Amaravati in Andhra Pradesh, Bhopal in Madhya Pradesh, Jorhat in Assam and Kurukshetra in Haryana as institutions of national importance.
Currently, these institutes are registered as Societies under the Societies Registration Act, 1860 and do not have the power to grant degrees or diplomas. On being declared institutions of national importance, the four institutes will be granted the power to grant degrees and diplomas.
Replying to a debate on the bill, Minister of State for Commerce and Industry Som Prakash said the four institutes will have the standards at par with the institute in Ahmedabad. He said these institutes will impart quality education in the field of design.
Participating in the debate, Kirron Kher of BJP said the bill will help fulfil the aspirations of a new and modern India. V Kalanidhi of DMK demanded to grant a concession to poor students in the courses offered by these institutes.
Hibi Eden of Congress demanded setting up such an institute in Cochin. Satabdi Roy of TMC also requested to establish this institute in West Bengal. Kirit Solanki of BJP, Shashi Tharoor and Adhir Ranjan Chowdhury of Congress, E T Mohammed Basheer, Adhir Ranjan and members from other political parties also participated in the discussion.
