CAG should be catalyst of good governance, says PM Modi

Prime minister Narendra Modi has asked Comptroller and Auditor General, CAG to develop technical tools to check fraud in government departments and play a role in making India a five trillion economy.

Addressing a Conclave of Accountants General and Deputy Accountants General in New Delhi, Mr Modi said,
CAG should look for innovative methods to deal with occupational fraud to improve governance and efficiency.

He said, CAG should be a catalyst for good governance and should not be limited to just statistics and procedures.

The Prime Minister said, the government wants to move to evidence-backed policy-making by 2022 and the Comptroller and Auditor General can play a role by becoming a think tank and focusing on big data analysis.

Mr Modi said, audit firms around the world are moving towards crowd-based solutions and CAG must use the best global practices in sync with technology.

He said, India is one of the world’s leading digital economies and government is developing digital infrastructure at a rapid pace.  

The Prime Minister said, Jan Dhan, Aadhaar and Mobile, JAM providing direct benefits of the schemes to the common man and through Government e-Marketplace, GeM, the benefit of more than four hundred and fifty schemes of the government is reaching the beneficiaries.

He said, due to it, about one and a half lakh crore rupees are being saved. Mr Modi said, the digital arrangement has strengthened the relationship between public and government and it has a positive effect on governance.

Ahead of his address, the Prime Minister unveiled a statue of Mahatma Gandhi at the CAG office premises.

In his address, Comptroller and Auditor General Rajiv Mehrishi said, his office is constantly reviewing its systems to improve audit effectiveness. He said, CAG will be able to conduct a 100 per cent audit of expenditures and revenues if all the transactions are conducted on IT platforms.

The two-day conclave is being held on the theme Transforming Audit and Assurance in a Digital World to consolidate experience and learning and chart out the path of Indian Audit and Accounts Department for the next few years.
